Im definitely thinking too much in to this but its more like a sun which makes no since as the planet wouldn’t exist anymore any would also lose a lot of energy even assuming it’s not giving off heat it still have to give off photons which would either the energy or the mass of it so will be constantly losing mass making it smaller and making bealins plan not work
Think of it as a slowly expanding spherical area of true (well, truer) vacuum which is represented artistically through a pure white circle, symbolizing complete absence of anything existing, and – therefore – the endless possibility of existence. A clean slate – or a white canvas, if you will.
There are no radiation, no virtual particles, no emissions of any kind whatsoever – and all and any matter/energy coming in contact with it would be immediately degenerated to a base state, far more low-energy that ever possible in, say, our continuum.
In such a case, the shell around the Core would bear a purpose of preventing future degeneration of space-time continuum by isolating the affected area from the rest of the universe. It does not need to be massive or strong, it just need to be exotic enough to prevent further quantum collapse spreading.

Not if it exotic enough to generate STC distortion strong enough to prevent QC spreading. A bit like magnetic suspension – without direct physical contact with the abnormal area or irregularities in suppression field such shell would be pretty much indestructible from the inside.
Even in this case it wouldn’t be eternal, of course – with materiel used to build it degrading, the irregularities I mentioned above would be inevitably introduced into the system, which would lead to shell crumbling under the stress applied. With proper maintenance it may last just long enough, though.
Beside – quarks, maybe; atoms – not so much. Stabilized neutronium contains no atoms by definition, and serves as a nice futuristic armour for (almost) all your sci-fi needs. Unless you are aiming for the higher end of Hardness Scale, in which case any exomat are non-applicable, degenerated matter included.
…Well, from certain point of view any continuous lump of neutronium can be considered to be a single macroatom regardless of how many parsecs in length it spans, but that’s in “splitting hairs” department, as far as I’m concerned.
Technically speaking, even now we can imagine building a solid shell around a small (but large enough – so kugelblitz is right out) black hole to harness the energy output – nothing fundamental prevents it, as far as I know; the problems are purely on material science and engineering sides. Sure, with time the black hole in question would evaporate – but as long as we can feed it in controlled way, we can prolong its existence long enough for stars to become solid balls of iron.
Theoretical exomat is more abstract concept – with enough tinkering one can create a model not only for your standard self-replicating strangelet turning all matter in contact into the copy of itself, but for matter existing only with time arrow reversed, or matter immediately upon creation sealing itself in a separate pocket of space-time with a bit different set of universal constants.
Highly theoretical that is, and probably unrealizable in physical world – unless we are talking about creating a polygon with shifted universal constants first – but… That’s a science fantasy graphic novel after all, so some lenience in twisting laws of nature to create unholy abominations of SCIENCE should be given, methinks.
